The meeting was called to order by Chairman Thomas Deadrick

Emmett Keyser and Doug Hansen, Game, Fish and Parks Department, presented an overview of the 2005 Year-End Summary Report from the Wildlife Issues Panel. The Wildlife Issues Panel was created to work with Game, Fish and Parks Division of Wildlife staff on issues, projects and programs by providing a critical review of plans and sharing their own ideas. Panel members are: Mike Authier, Vivian; Spencer Hawley, Brookings; Representative Barry Jensen, White River; Senator Thomas Dempster, Sioux Falls; Ev Hoyt, Rapid City; Carey Storey, Chamberlain; Ken Davis, Rapid City and Bob Barden, Pierre. Keyser introduced those members who were in attendance at this meeting. Mr. Keyser distributed handouts 1 and 2.

"      Section 2. That chapter 41-6 be amended by adding thereto a NEW SECTION to read as follows:

     Of any big game licenses that are made available to nonresidents under rules promulgated by the Game, Fish and Parks Commission, twenty-five percent of the licenses shall be allocated, based on landowner preference, for nonresidents who own land in South Dakota. The Game, Fish and Parks Commission shall promulgate rules pursuant to chapter 1-26 to specify the requirements pertaining to eligibility for nonresident landowner preference for purposes of this section.".
