    BE IT REMEMBERED, That on the tenth day of January, A.D., two thousand six, at the hour of twelve o'clock meridian, on the second Tuesday in January, being the day and hour fixed by the Constitution of the State of South Dakota for the convening of the Legislature, the Eighty-first regular session of the House of Representatives in the Capitol, in the city of Pierre, in the county of Hughes, and the State of South Dakota, the seat of government thereof, was called to order by Chris Nelson, the Secretary of State of the state of South Dakota.

    The following prayer was offered by the Chaplain, Father James Pearson, Christ Episcopal Church, Yankton, South Dakota:

     Let us pray. Almighty God, you have given us grace at this time with one accord to make our common prayer to you. We thank you for our creation, preservation, and all the blessings of this life. Grant to each member of this government a good measure of your Holy Spirit: To Senators and Representatives, and all who assist them, give wisdom and foresight to provide for the needs of the people; To the Judges and Officers of our Courts, give understanding and integrity that human rights may be guarded; To Michael, our Governor, give courage to lead and the skill to faithfully administer the will of the people. For the whole of our lives, begin, continue and end in thee, Our Gracious God. Amen.

    Your Joint-Select Committee appointed for the purpose of arranging for a Joint Session of the Senate and the House of Representatives to receive the message of the Governor respectfully reports:

    That the Senate and the House convene in Joint Session in the Chamber of the House of Representatives at 1:00 p.m., January 10, 2006.

    That the President of the Senate preside over the Joint Session and that the Secretary of the Senate and the Chief Clerk of the House of Representatives act as clerks of the Joint Session.

    Pursuant to the report of the Joint-Select Committee, the Senate convened with the House of Representatives in the House Chamber for the purpose of receiving a message from the Governor, M. Michael Rounds. The President of the Senate, Dennis Daugaard, presiding.
