     The Senate convened at 2:00 p.m., pursuant to adjournment, the President presiding.

     The prayer was offered by the Chaplain, Pastor Michele Bradley, followed by the Pledge of Allegiance led by Senate page Cassandra Hoy.

CONSIDERATION OF JUDICIAL APPOINTMENT


     The Senate proceeded to the consideration of the judicial appointment of Michael J. McGreevy of Davison County, Mitchell, South Dakota, to the Board of Pardons and Paroles.

" and insert " Legal costs incurred by a school district as a direct result of providing special education or special education and related services to a child for whom the district is financially responsible are allowable expenditures. The allowable expenditures may include any legal costs incurred by the school district in the referral, evaluation, and placement processes as well as any other legal expenses for which the district is determined to be legally responsible to pay as a result of due process hearings. "

     On page 1 , delete lines 7 to 9 , inclusive.

         A LEGISLATIVE COMMEMORATION,  Commending and honoring the 2003-2004 Outstanding School Administrators of South Dakota: Mark Froke, Vermillion, School Superintendents Association; Janet Karel, McCook Central/Salem, Business Officials Association; Betty Ann Bringman, Eagle Butte, Elementary School Principals Association; Dan Leikvold, Spearfish, Secondary School Principals Association; Suzanne Hegg, Sioux Valley/Volga, Secondary/Middle School Principals Association; Peggy Blair, Aberdeen, Association of Supervision and Curriculum Development; and Dean Lindstrom, SE Area Coop-Beresford, South Dakota Council of Administrators of Special Education for being named outstanding administrators by their respective administrator parent groups.

     WHEREAS,  these administrators have been elected by their peers for outstanding service and dedication to education; and

     WHEREAS,  the combined years of service to the people of South Dakota and to the children and youth of South Dakota of these seven educational administrators is two hundred years;

     WHEREAS,  each of these educators has demonstrated a sincere interest in our children and superior skills in their chosen field of education administration:

     NOW, THEREFORE, BE IT COMMEMORATED,  by the Eightieth Legislature of the State of South Dakota, that Mark Froke, Janet Karel, Betty Ann Bringman, Dan Leikvold, Suzanne Hegg, Peggy Blair, and Dean Lindstrom be named as official representatives of the School Administrators of South Dakota and continue their efforts to improve the educational opportunities for the citizens of the state.
