    BE IT REMEMBERED, That on the eleventh day of January, A.D., two thousand five, at the hour of twelve o'clock meridian, on the second Tuesday in January, being the day and hour fixed by the Constitution of the State of South Dakota for the convening of the Legislature, the Eightieth regular session of the House of Representatives in the Capitol, in the city of Pierre, in the county of Hughes, and the State of South Dakota, the seat of government thereof, was called to order by Chris Nelson, the Secretary of State of the state of South Dakota.

    The following prayer was offered by the Chaplain, Father James Pearson, Christ Episcopal Church, Yankton, South Dakota:

    Let us pray. O God, whose glory fills the highest Heaven and bestows upon us all that is good and true; give us grateful hearts for our many blessings and keep us ever mindful of the needs of others. We remember, in particular, the people who are suffering from the Indian Ocean disaster and we pray for peace in the Middle East and in the world.

    Help us, as well, to be faithful stewards of this fair land and of its resources, preserving it as a proper legacy for our children's children. We ask your guidance upon the deliberations and the decisions of this body. Continue to confer upon our Speaker, Matthew Michels, the skill to be prudent and judicious. Endue each Legislator with wisdom that promotes the well-being of the people. For all our lives and all that we do, begins, continues, and ends in Thee. In Your Holy Name We Pray. Amen.

JOINT SESSION

    Pursuant to the report of the Joint-Select Committee, the Senate convened with the House of Representatives in the House Chamber for the purpose of receiving a message from the Governor, M. Michael Rounds. The President of the Senate, Dennis Daugaard presiding.

    The following prayer was delivered by Father James Pearson, Christ Episcopal Church, Yankton, South Dakota:

    Governor Rounds, Members of the Legislature, Fellow Citizens - Let our first act of this Joint Session be a moment of silence as we pray for those who are suffering from the tsunami and earthquake in the Indian Ocean regions. We pray for recovery, the helping hands, and generosity by all who are able to give aid and comfort. We pray as well for the cause of peace in the world, for the victims of war, and for the safety of our men and women of the Armed Forces. Let us pray.

A MOMENT OF SILENT PRAYER

    Almighty and Everlasting God, by whose Spirit the whole body of Your faithful people is governed and sanctified, send Your blessing of discernment and wisdom...leadership tempered by humility...and courage joined with compassion upon Michael our Governor, and upon each member of the Legislature.

    May we reach out to You this day and in the days to come with grateful hearts, mindful that You always first reach out to us. In Your Holy Name We Pray, Amen.

    Sen. Bogue moved that a committee of three on the part of the Senate and a committee of four on the part of the House be appointed to escort the Honorable M. Michael Rounds, Governor of the State of South Dakota, to the rostrum.
